As Jack deals with a secret personal problem, drug-dealing terrorists threaten to release a virulent plague virus unless their leader is released from prison.
Jack learns about Kim and Chase’s relationship as he and Chase track down information about Goss’s drug-dealer contacts; Wayne uncovers a secret about Anne.
Jack finds Kyle’s bag of suspicious white powder; Palmer learns more about the incriminating allegations against Anne; Chase chafes at being shut out of Jack’s pursuit of Kyle.
When the CTU loses track of Kyle, and Palmer fears he’ll have to either give into the terrorists’ demands or face a catastrophic virus outbreak, Jack proposes a risky third alternative.
During the prison break, Jack and Salazar are taken hostage by other prisoners; the CTU closes in on Kyle; and Kim and Chloe learn of Jack’s drug use.
After Kyle is captured, the CTU agents try to stop Jack from escaping with Ramon Salazar.
As Jack tries to keep Ramon from killing him during their flight to Mexico, the CTU agents learn Gael has been working with the Salazars, while Chase goes off on his own to find Jack.
Tony explains how he and Gael have been helping Jack re-infiltrate the Salazar organization; and Jack tries to arrange a meeting between the Salazars and the people selling the virus.
Jack and the Salazars learn they have a rival in the auction for the virus; Chase is tortured by the Salazars’ men; Palmer’s biggest campaign supporter orders him to fire Wayne; and Kim and Michelle realize Tony may not be fit for duty.
Jack follows Nina to her meeting with Amador; Claudia helps Chase escape his torturers; and Wayne asks Julia Milliken to help stop her husband's vendetta against Palmer.
While Jack and the Salazars prepare to take Nina to meet Amador, Chase moves into place with the CTU Delta team, and Sherry begins helping Palmer fight back against angry billionaire Alan Milliken.
As Nina takes delivery of the virus from Amador, the CTU moves into place to intercept it; Sherry fails in her first attempt to blackmail Milliken; and Kim learns Chloe’s baby isn’t really hers.
As Jack flies Nina back to Los Angeles, she unleashes a computer virus she planted at the CTU; and Sherry confronts Milliken about his involvement in the hit-and-run murder.
Jack returns Nina to the CTU, where Tony questions her; Jack is questioned by Internal Affairs; Kim confronts Chase about the baby; and Sherry tries to cover up her involvement after Milliken’s death is discovered.
Jack finally catches Michael Amador, but only after Marcus Alvers has escaped with the virus and prepared to release it at a large hotel; and the police learn Sherry was at the Milliken mansion when Milliken died.
Jack allows Amador to escape so he can track him; panic spreads as the virus spreads through the hotel; and Palmer has to decide whether or not to lie to protect Sherry.
Jack learns the man behind the virus attacks is a former colleague of his; Saunders begins making demands on President Palmer; and Michelle and Tony begin accepting the fates of the infected people at the hotel.
As Jack prepares to carry out Saunders’ order to kill Chappelle, Chase and a strike team converge on Saunders’ apartment, and Michelle learns a man exposed to the virus has escaped from the hotel.
Kim volunteers to be a double for Saunders’ daughter; the CTU agents track down the infected man who escaped from the hotel; and Palmer receives his next demand from Saunders.
When CTU agents use Saunders’ daughter to help pinpoint his location, Saunders uses them to plan his escape; Michelle tests negative for virus exposure, but after Adam’s sister tests positive, Chloe tries to convince Tony that Adam isn’t able to function at his job.
While Jack tries to figure out how Saunders got away, Tony secretly schemes to trade Jane Saunders for Michelle, and Sherry Palmer offers a deal to Palmer’s campaign opponent.
While Jack tracks down Tony and Jane Saunders, Michelle escapes from Jane’s father; and Senator Keeler confronts Palmer with the evidence of his lies to the police.
After Saunders provides locations for 10 of the 11 virus vials, Jack pursues the final vial, which is on a Los Angeles subway; and Sherry catches Wayne and Foxton breaking into her home.
As Jack pursues the man carrying the final virus vial, Wayne tells Palmer what happened to Sherry, and Tony faces charges of treason.
